Central Association of Private Security Industry (CAPSI)

The Private Security Industry has welcomed the Private Security Agencies (Regulation) Act 2005 as the act will enforce regulation and standards. Like-minded players came together under the umbrella of the Joint Action Committee of the Security Industry (JACSI), an apex body mooted by leading national and international professional bodies such as ASIS, APSA, OSAC, SAI and various state associations from Maharashtra, Goa, Chattisgarh, Gujarat, Bihar, UP, Karnataka etc. JACSI, in the short time got off to a flying start and presented industry cases to Shri Shivraj Patil, Hon’ble Minister of Home Affairs. Seeing the importance of showing a large representation on a single national level body, the Central Association of Private Security Industry (CAPSI) was formed on 26 September 2005.

CAPSI is regularly interacting with the Ministry of Home Affairs. Through each of the Regional/State chapters that CAPSI is setting up, it shall liaise with the State Governments to formulate the Rules under the Act. For this reason it is important that CAPSI and its members follow a high moral code of conduct while carrying out their business and come across to public and government alike, in a highly professional manner. The stronger the Regional/State chapters are, the easier it will be for them to implement a self governing Code of Conduct.CAPSI has already formed chapters in Delhi, Maharashtra, Punjab, Karnataka, Gujarat, Tamil Nadu, Andhra Pradesh, Madhya Pradesh, Rajasthan, Orissa, Uttar Pradesh, Uttara Khand, West Bengal, Haryana, Jammu & Kashmir, Himachal Pradesh , North Bengal and Jharkhand.

CAPSI has already conducted three of its National Conferences during the years 2006, 2007 & 2008 at Delhi & Bangalore with large participants and Shri Shivraj Patil, the then Hon’ble Home Minister has been the Chief Guest during the inauguration / valediction ceremonies of all the three National Conferences. The CAPSI central leadership has been in a position to sign the MoU with the Government of Rajasthan & Punjab and is in advance stage of signing the MoU with the Government of Orissa. The similar efforts are on to sign the MoU with other State Governments and with the National Disaster Management Authority (NDMA), Government of India. CAPSI senior leadership shall extend all possible support to the state chapters while forming the strategy as well as while interacting with the political leadership of the states. It is, however, the strength of the State level chapters that is most important, since the subject is dealt at the state level.
