1. Col. Jagat Raj Trikha, Executive Director of CAPSI, commenced the proceedings of the first ever exclusive meeting of CAPSI by welcoming one and all. He informed the Chairman & the members present, that corrum is complete to start the proceedings of the meeting. Col. Trikha said that as per the norms, the minutes of the last Governing Council Meeting held on the 16 June 2008 are to be read and passed before, we start the day’s proceedings. He further said although the minutes were sent to all the members, but still he will read the same. The house was of the opinion that the previous minutes be taken as passed unanimously and the day’s deliberations could commence. Col.Trikha while addressing the members informed them that this CAPSI Governing Council Meeting is unique in its various aspects. He said that “this meeting is unique for the reason that it is the first ever separate meeting of the Governing Council of CAPSI”, “it’s unique because we have invited Dr. S P Vaid, Director, BPRD for the meeting, “it’s unique because just after the meeting, we have to proceed to the Rashtrapati Bhawan, as you all have been invited by the honorable President of India for a tea and then meeting with the first citizen of India. Col. Trikha then shared the sequence of the agenda that would be followed during the day long deliberations. He then requested Kunwar Vikram Singh, Chairman CAPSI for the welcome address.
 
     
 
2. Kunwar Vikram Singh, Chairman CAPSI welcomed all for discussing the issues pertaining to CAPSI. Chairman also said that this exclusive CAPSI Governing Council Meeting is called to address more issues pertaining to CAPSI in the light of New Government at the Centre. He said that we got enormous support from the Home Ministry during past few years but as of now, there is a new Government in the Centre, we have to start relationship building from the scratch. He apprised the members present in the meeting that since last Governing Council Meeting of CAPSI , CAPSI has covered a long way and a lot many activities were carried out by CAPSI,the account of these activities are regularly being informed to you with the help of CAPSI monthly news letter SECURITY POST.

 

 
 
3. He also said that the previous government was very supportive of CAPSI and the, then Home Minister Shri Shivraj Patil gave us lot of importance in his internal meeting with officials, which was also evident from the fact that he attended all our National Conferences since 2005. Last year despite his busy schedule, he came especially all the way from Delhi to Bengaluru to attend the 3rd National Conference.

 
 

4. He said that as the new Government is set at the Centre, and as you know, Shri P Chidambaram is the new Home Minister with Shri. Ajay Maken and Shri Mullappally Ramachandran as the Ministers of Sate in the Ministry of Home Affairs, Government of India. Since many new faces are in the MHA and other Ministries, as such we have to start afresh now to develop relations with them to promote the interest of CAPSI.

 
 
5. He also appreciated the efforts, blessings and the kindness of H. H Maharaja Bhanu Prakash Singh, Chief Patron CAPSI & APDI during the previous years, as he is always there with us to show us the right path and direction to follow for the betterment of CAPSI.
 
 

6. He apprised all the members that wherever they went for the meeting, with Central / State Ministers, Government officials, DGPs, They all spoke very high of CAPSI.This has been possible only because of the standard of services that you all provide to the clients, Kind of training that you give to your guards, Kind of concern that you people show for the Security of our Country, and hence this achievement is attributed to you all.

 
     
 
  1. 7. He mentioned that the huge number of people involved in the security business, the number of people employed in this industry and more importantly the growth rate of this industry i.e. 25% per annum has been able to draw the attention of foreign investors in India.
  1. 8. The        Security         Industry has come a long way in achieving professionalism and the visibility in all the spheres of private security was evident from the fact that our last National Conference at Bengaluru was addressed by prominent personalities to include the then Home Minister, Sh. Shivraj V Patil, D. G. Infantry, Lt Gen. Rajender Singh, Maj Gen.A K Bansal of NDMA, Digvijaya Singh, Former C M Madhya Pradesh, Sh. K Venkatapathy Union Minister of State Law and Justice and many more.
  1. 9. Chairman also mentioned that we need help from CAPSI Governors to formulate strategies for our action plan to take the CAPSI to a new level. Since at Centre the new government has already taken over the reigns there is an urgent requirement to establish our contacts with them.
  1. 10. Chairman said that although our news letter is being sent to all regularly, however in order to improve it further, we need the support of the Chapter Chairmen to send us the news regarding activities of their respective Chapters. The suggestions are welcome for its further improvement.
    11. He informed the house that even the state governments are taking lot of interest in CAPSI and we are regularly interacting with them. The Rajasthan Government proposes to allot land and funds for establishing the Security Training Institutes at the Divisional levels. Punjab Government has already established a Security Training Institute, under Punjab Police Security Corporation, in Jahan Khelan, Hoshiarpur, and we are also hoping to get similar support from States of Orissa, Madhya Pradesh, Himachal Pradesh and Gujarat in near future.
  1. 12. He further said that training of security personnel is a big concern now. In accordance of the PSAR Act 2005, each and every person of the security industry has to have a basic minimum training before he or she is employed on a private security job. Keeping in view of this gigantic task and to maintain the standards of training, we have formed the CAPSI Knowledge Foundation (CKF) and soon we bill also be forming APDI Knowledge Foundation (AKF). Both of these foundations will help our members in formulating the training requirements and for imparting knowledge related skills to the work force. He said that Brig Pandey, Director, CAPSI & APDI will be looking after these two foundations.

  1. 13. He then read out the agenda points to be discussed during the day long deliberations and advised every one to contribute in the discussions.

 

Col. Trikha then requested Mr. Mahesh C Sharma, Secy. Gen. to present the details of CAPSI activities during the financial year 2008-2009.

  1. 14. Mr. Mahesh C Sharma, Secretary General, CAPSI, welcomed all and gave the details of the activities of CAPSI during the year. He mentioned that CAPSI is growing every year and since last Governing Council Meeting, we have added 45 new members in to CAPSI and as on today, we have a total of 246 members, which definitely requires boosting up.

15. He also informed the members that since last year CAPSI had number of meetings with Govt. Officials and the DGPs of different States, We have signed MoUs with the Government of Rajasthan, Punjab for organizing Rojgar Sahayata Shivirs, for providing security training to the unemployed rural and urban youths. We have also organized the Job Fairs in different states of Rajasthan, Punjab, Orissa, in close co-ordination with the respective state governments, where many of you have participated and recruited thousands of youth from these states.

  1. 16. He also informed the members about the installation of Delhi & Haryana Chapters during the year and formation of CAPSI Knowledge Foundation for helping the member agencies in getting the desired Security Training inputs in the light of PSAR Act 2005.

17. He also touched upon the details of the staff at the Delhi Secretariat and the CAPSI Account balance sheet for the year 2008-2009. He further added that the audited balance sheet has also been kept in the participant’s folder for perusal of members.

  1. 18. Chairman – Kunwar Vikram Singh then gave a brief on the first agenda point i.e. “CAPSI and New Government Approach - Guidance from Board of Governors”. He said that as we know that last government was very supportive and we got ample opportunity to interact with them on various issues, but as of now, after the General Election 2009, new Government is all set to take control of the governance. We really need the directions & guidance from the Board of Governors as to what should be our strategies to approach the new Government. He requested Mr. C Pal Singh – Governor CAPSI to present his views and suggestions towards the approach of the CAPSI with the new government.

  1. 19.  Shri C Pal Singh – Governor, CAPSI said that he has three points in my mind to share with every one on this:-

 

  1. a.) He said that Security Training is a point of concern in all departments of Government of India and they are all asking for employable skill to be provided. He also pointed out that a lot of opportunities are coming in our ways and we need to be pro-active in order to avail / utilize it.
  1. b.)  Secondly, he pointed out on the knowledge foundation that has been formed to help Member Security Agencies in providing training to the guards, he said that CAPSI Knowledge Foundation can be of great help in providing employable skill to the nation provided it is guided by the person with knowledge. He also said that Knowledge Foundation will be able to provide those skilled people to the nation, thus creating a better employability condition in the country. He also asked members whether they are also providing training on “Fire Securities” and said that Fire Securities need to be covered as it is an important aspect of securities.

c.) Finally, he suggested the members present that they should try to have better interaction with the foreign companies / agencies to do well in the profession and cover wide international spectrum of the Security Service.

Chairman then requested Mr. Pawanjit Singh Ahluwalia – Governor CAPSI to give some suggestions on this point.

  1. 20. Shri Pawanjit Singh Ahluwalia – Governor CAPSI, said that he has few questions in his mind pertaining to the role of Governor and CAPSI Knowledge Foundation, which were as follows:-

 

a.) what is the role of Governor?
b.) What will be the outcome from the newly appointment, Director- CKF?
c.) How CKF will help the members? And
d.) What is being done on the advice of the Governors?

21. In reply to the questions raised, Chairman CAPSI replied that Role of the Governors were defined when R K Sinha – Governor CAPSI was the Chairman of the Board of Governors. However, he directed secretariat that role of Governor be forwarded to every Governor and feedback on the advice of Governors must be also conveyed to them. As far as the CKF is concerned, he said, it is already there in the agenda, which will be discussed in detail, when it comes for discussion.

Chairman, Kunwar Vikram Singh then requested Maj. Gen. Atma Singh to suggest some guideline on this topic of CAPSI and New Government approach.

  1. 22. Major Gen. Atma Singh – Governor CAPSI said that as we all know that  

Security scenario in today’s world is very much threatening and to cope with the situation, we need to work together. After US 9/11, we are facing security threat in our day to day life as we know that our security systems in India have collapsed and there is a need for security professionals to come in to play. He also appreciated the fact that Rajasthan Government has decided to give some land to CAPSI to start Security Training Institute for the youth of Rajasthan with the help of CAPSI. He also suggested that members’ security agencies can use CAPSI logo on the guards’ uniform to create awareness among the people and also we may carry out some joint exercises with the local police to win over the hearts of the people.

Kunwar Vikram Singh – Chairman CAPSI then requested Ms Rupal Sinha- Governor CAPSI to share her view on the subject.

  1. 23. Ms Rupal Sinha- Governor CAPSI appreciated the efforts put in by Chairman Kunwar Vikram Singh, and the work done since past few years to bring CAPSI to present level. She said that CAPSI has done wonders to project itself well among the industry and government. She also said that in respect of PSAR act 2005, there are many issues which are to be resolved to give a fair relief to the security industry.

 She said that Security Companies, who are providing good services and following all norms, need proper legislation to operate smoothly. We should think of what can be done to improve the CAPSI? How can we improve ourselves like CII? We got recognition just after implementation of PSAR Act 2005. She said that we should work together to get legislation support, we need to form a core committee to fulfill this task. She said that the help / assistance can be provided by G4 S, if needed by the CAPSI.

Kunwar Vikram Singh – Chairman CAPSI replied that CAPSI on its part is putting the best efforts to get the favorable amendments done to the PSAR Act 2005. The process of getting the amendments is lengthy and is to be done through a parliamentary process. We are already in communication with MHA and other Govt. agencies. We have met the State Minister of Labour and Employment, Shri Harish Rawat for resolving the PF & Service Tax matters and he has assured us that the needful will be done after the consultations with us. The issues related to Gun Licensing was also discussed when we met Members of Parliament and it was debated and some serious issues were raised by them. Choudhary Lal Singh, M.P has raised the issues in Parliament related to training and other aspects which were discussed in the parliament. DG BPR&D has been apprised with all these points and hopefully will be included in the paper that he is expected to send to the Home Ministry for the considerations with regards to PSAR Act 2005.

He then requested Shri P S Sahi – Governor CAPSI to speak on the issue and share his ideas with the board members.

  1. Mr. P S Sahi – Governor CAPSI said that there are lot many issues related to licensing of Companies in Maharashtra and to resolve them CAPSI needs to have a meeting in Maharashtra. Then he said that we need to lay down the clear cut objectives for the States, He also suggested for the restructuring of the CAPSI Maharashtra Chapter. The new team should be more energetic and hard working. He further said that let us work together to overcome the difficulties faced by the security companies in following the Maharashtra Security Guard Board Act and the PSAR Act 2005, with the full involvement of the CAPSI Central leadership. There are some serious issues, which need to be tackled on top priority, Mr. Sahi emphasized.

 

Kunwar Vikram Singh then said that members from Maharashtra Chapter should get together and discuss the matter among them selves first and make some action plan. He also suggested that CAPSI Governors at Mumbai can always advise the CAPSI Chapter office bearers for the correct course of action. He however said that we are always there to help and we will not hesitate to come to Mumbai for a meeting to resolve the issues of our members. The Chairman shared all the past cases, when he visited Mumbai to resolve the matters of the Private Security Agencies with the relevant Government Agencies.

He then invited Sh. S P Vaid - Director Bureau of Police Research and Development to take his seat on the dais and Mr. Vaid was felicitated with a bouquet of flowers. Kunwar Vikram Singh then invited Maj.Gen. C S Brar to share his views on the current agenda point.

  1. 25. Maj Gen C S Brar Governor CAPSI said that to tackle the issues related to new Government, we need to form an advisory committee and we have to operate in a professional manner. He added that we should clearly lay down our objectives for Central Body and State Chapters and we can form the subcommittees to negotiate with Government. He also laid an emphasis on the training of the security personnel, 08 hrs of duties and the verification process in vogue.

Kunwar Vikram Singh – Chairman CAPSI then asked Brig. Bhattacharya Governor to share his views.

  1. 26. Brig. S K Bhattacharya, Governor CAPSI shared his experiences of the delays being experienced for the verifications of the guard force by the local police as envisaged in the PSAR ACT 2005. He suggested for taking up this matter with the higher authorities to evolve a simpler method to reduce the time in getting the verifications completed from the Police Department

Kunwar Vikram Singh – Chairman CAPSI then asked Shri Harsh Wardhan, Governor CAPSI to share his views.

  1. 27. Mr. Harsh Wardhan,- Governor CAPSI said that we are getting full support from CAPSI and said that some issues regarding minimum working hour, whether it should be 8hrs or 12 hrs needs to be addressed among the industry operators.

Kunwar Vikram Singh – Chairman CAPSI then invited Shri Vivek Kumar, Governor CAPSI to share his thoughts.

  1. 28. Mr. Vivek Kumar- Governor CAPSI expressed his concerns over the issues being discussed over here. He said that CAPSI has become a strong body and needs to become an overall apex body of the Security Industry. He said that we should discuss issues having large impact on our industry concerning everyone and not petty issues concerning few of us. He suggested for the development of systems & procedures, setting up of security standards, increase in the CAPSI membership and the overall support to CAPSI.Kunwar Vikram Singh Chairman then invited Shri. S P Vaid, Director (Special Policing), BPR&D as to how CAPSI & BPRD can work together to improve the Security Scenario in the Country.

  1. 29. Sh. S P Vaid, thanked every one present in the meeting and said that we  need to work in the manner that we give professional security training to the youth and give them employment in the industry .This is the great opportunity for the unemployed youth from rural areas to get a job. The concerns of the Security Industry on PSAR Act 2005 have been conveyed to us in writing and also the relevant notes have been made by me during the today’s discussion. We will be forwarding these to MHA .He than asked Kunwar Vikram Singh and the board members that how can the Police Force integrate with CAPSI to work for security issues of the country. He also added that reforms are needed as it is of concern to every body but unfortunately it does not seem to be on priority with the politicians of our country. Mr. Vaid emphasized on the point of imparting the desired security training through the professional and if CAPSI could take a lead to enter into PPP schemes, which are being promoted by the Centre / State governments, will be a good move at their end.

30. Mr. B S Sial, Former DGP, Karnataka Police, and Governor APDI suggested some  points for consideration and he said that:-

    1. Verification is now through net on all India basis and the security agencies can put in their requests for the same to the respective police authority, who in turn will get the individuals verifications completed through the new system in place, but the state DGPs have to lay down the responsibilities on the specific officials for ensuring that the system works and the results delivered.
    2. Police should start the training for ex police men and the wards of the present police force, if they wish to undertake the training.
    3. The security personnel after the required training as per the PSAR Act 2005 should be treated as the skilled personnel by the states.
    4. We should not expect more than 08 hrs of duty from the security guards, as it is humanly impossible to perform duty more than that.
    5. Ministry of Home Affairs should consider the issue of bulk allotment of arms to the security agencies for better security services. 
    6. CAPSI is considered and nominated to be the Nodal Regulatory Body for all the Private security Agencies, operating in India.

 31. Kunwar Vikram Singh Chairman – CAPSI on the issue of Security
Training said that we have already signed MoU with Government of Rajasthan and Punjab. Rajasthan Government has asked us to submit a proposal for training of unemployed youths from rural and urban areas. Rajasthan Government have agreed that they will provide us with land, infrastructure and people for the training purpose and the cost of training will also be borne by the State Govt.  We have also signed MoU with The Global Open University of Nagaland to provide with training certificate to the people participating in the Security Training program.He however recommended that the points sent to BPR&D be considered for inclusion in the report that is being prepared at BPR&D for onward submission to the Ministry of Home Affairs, Government of India with particular reference to the PSAR Act 2005..Mr. Vaid said that he will do his best to keep the interest of the Private Security Industry in mind, while finalising the paper.

Chairman, Kunwar Vikram Singh then requested HH Maharaja Bhanu Prakash Singh, Chief Patron CAPSI to address the house and give his valuable suggestion for future plans of CAPSI.

  1. 32. HH Maharaja Bhanu Prakash Singh, Chief Patron CAPSI, while addressing the participants said that we are used to colonial systems and it will take considerable time to come out of it. He further said that CAPSI has progressed a lot with in short span of three years and the entire credit goes to Kunwar Vikram Singh. He also assured all the participants that he will do his best in solving all the problems that are being encountered by the security agencies as envisaged in the PSAR ACT 2005. The new government has come and very soon the desired relationship will be cultivated at the appropriate level to address the points mentioned by the security agency leaders. He also advised the present members to maintain patience as the out come of patience is always positive.

Kunwar Vikram Singh – Chairman CAPSI then asked Shri Vikram Mahurkar- Vice Chairman to share his views.

  1. 33. Shri Vikram Mahurkar – Vice Chairman CAPSI also expressed his concerns over the issues of Central Minimum Wages Act being not adhered to by companies from Telecom and Banking Industries but the govt. is insisting on the security agencies to follow the act, which requires to be taken with the appropriate govt. He also pointed out the anomalies in the MGB Act and the issue of gun licenses to the security companies. He suggested that we must lay down the priorities and issue time frame action plan to achieve our objectives.

Kunwar Vikram Singh – Chairman CAPSI then asked Shri Anil Puri - Vice Chairman to share his views.

  1. 34. Shri Anil Puri – Vice Chairman CAPSI suggested for the grant of National license for a security company to operate at national level. He further said that to get a license from each state is cumbersome and time consuming as per the PSAR Act 2005, As such, The Govt. should grant  Pan India license to be issued by the  Controlling Authority to be nominated by the Centre / State Govts.

Kunwar Vikram Singh – Chairman CAPSI then asked Capt Shibu Isaac- Secy CAPSI to give his ideas.

  1. 35. Capt Shibu Isaac- Secretary CAPSI said that Tamilnadu chapter of CAPSI is doing well and recently they launched a security awareness programme with the help of state police called “Friends of Police Scheme “ which was a great success. He informed all that special identity cards have been issued to the private security personnel by the state police, who in turn will report the movements of anti-social elements in their respective area of operations. He also brought out the issue of “Code of Ethics” to be followed by the security companies to have better and healthy environment/competition.

Kunwar Vikram Singh – Chairman CAPSI then asked Shri Vishwanath V Katti- Vice Chairman, CAPSI to share his views.

  1. 36. Shri Vishwanath V Katti- Vice Chairman CAPSI said that CAPSI should approach Industrial bodies requesting them to hire only those security agencies who are members of CAPSI to get quality service. He also brought out the issue of “Code of Ethics” for security companies, which is being followed by the fellow security agencies in the state of Karnataka. He also apprised all about the latest position on the promulgation of the PSAR Act in the state of Karnataka, which is being discussed between CAPSI Officials and the State Home Department.

 

Kunwar Vikram Singh – Chairman CAPSI requested Shri Joginder Singh Former Director C. B. I.  and Governor APDI to share his views.

  1. 37. Shri Joginder Singh, Former Director C. B. I. congratulated and appreciated the heights that CAPSI has scaled in a very short period of three years. He recommended that government should also make CAPSI as the private security regulatory body to ensure that the security agencies get their desired dues. The biggest mile stone having been crossed when the honorable President of India has invited the participants of this meeting for a high tea followed with a meeting with her at the Rashtrapati Bhawan. He wished CAPSI greater heights.

Kunwar Vikram Singh – Chairman CAPSI then asked Shri Gurdeep Singh Arora -Secretary to share his views.

  1. 38. Shri Gurdeep Singh Arora-Secretary CAPSI brought out that licensing for companies operating at national level to be handled by one central agency which should issue license at a national level.

 

Kunwar Vikram Singh – Chairman CAPSI then asked Shri C B Joshi-Secretary to share his views.

  1. 39. Shri C B Joshi-Secretary CAPSI welcomed the formation of CAPSI Knowledge Foundation and said that by creating this, CAPSI will be of great help to the security companies in imparting training. He suggested that CKF should have a bank of training materiel and also create a library of books related to security.

 

  1. 40. Closing Address. Kunwar Vikram Singh said that he is pleased with the conduct of the proceedings of the Governing Council Meeting and to hear the views of the members through their active participation during the meeting.  Some of the points raised by the members require immediate attention which will be looked into on priority and where required to be raised with the Govt. will be brought to the notice of the Govt. at appropriate forums. He further said that some State Chapters are doing very well whereas in some states much is desired to be done, which can only be achieved if all the members work together to keep the interest of the Security Industry in mind and not of an individual company. CAPSI has now considered to be a strong National body and our voice is being heard with a concern. The credit for this goes to each one of us and in future also we all will work with same zeal and enthusiasm to achieve our objectives.  
  1. 41. Kunwar Vikram Singh appreciated all the remarks views of the participants and expressed his gratitude to each one present to have Come all the way to Delhi to attend the CAPSI Governing Council Meeting. He further said that the meeting has been very useful and once again thanked every one for their presence and active participation. He wished everyone the best of business in future.

42. Kunwar Vikram Singh further said that since he has been the Chairman of CAPSI for three consecutive years which he enjoyed with the support of every member of CAPSI, he desires to quit the chairmanship for someone else whom the members may elect. However at this juncture the whole house did not accept the proposal and asked him to continue for another term.  Kunwar Vikram Singh, Chairman, CAPSI & APDI once again thanked all for their faith reposed in him and for active participation during the deliberations of the Governing Council Members Meeting. 

43. Vote of Thanks: - There being no other points, the Governing Council Meeting was concluded at 1600 hrs with the vote of thanks to the Chair and to the Participants.
